한다면 하다 is a set boast: if he says he'll do it, he does it — someone who follows through. Two lines apply it beyond a person, to a whole country and to a president. The plain conditional use also shows up here: if you just let me, I can do it. It is emphatic and informal, usually said about oneself with some pride.
