분 is the polite word for a person, so -는 분 없다 asks about, or denies, the existence of any such person: 누구 요즘 재밌는 분 없어요 형?, "만나는 분 없어요?", 저도 이것은 좋아하시는 분 없을 거예요. Very often it is a rhetorical check that everyone is with you: 당근이랑 오이 못 먹는 분 없죠?, 삐삐가 혹시 뭔지 모르시는 분 없겠죠?. The plain word would be 사람; using 분 keeps it courteous toward an audience.
