Two different things share this shape. With 데 meaning "place", 는 데 있다 says or asks that somewhere exists for doing something: 아침 식사하는 데 있나요? "is there anywhere to get breakfast?". In the longer 는 데 있어서, 데 means "the matter of", and the phrase frames a topic instead — 이사 가는 데 있어서 힘든 거죠 "that's the hard part about moving abroad". Both turn up in these lines, and the 있어서 version is the more bookish of the two.
