Two different things share this shape in these lines. In the repeated line about the cable car, 데 is the noun for place, so walking a little further brings you out at the spot where you catch it. In the rest the 는데 ending just sets up background and 나오다 supplies the outcome: it was rough heading out but now, I have not done it in ten years but it still comes out, it only came out recently.
