Reports a guess the speaker entertained, usually one that turned out wrong: 나도 내가 아는 분인가 했는데 'for a second I thought I knew him.' In the present it hedges an opinion instead — 차갑게 느끼시는 거 아닌가 하는 생각이 드는데요 'I wonder if that's why it feels cold.' Careful: three lines here are not this pattern at all, but the ordinary words 뭔가 'something' and 누군가 'someone' sitting before 하다, as in 늘 뭔가하고 있어. Compare ㄴ가 보다, a conclusion the speaker stands behind rather than a passing thought.
