"-(이)라도" means "even just X, if nothing better", and here it feeds 오다 "come". It settles for a minimum: come at least once a week and play a game, at least Asians would have to come, since no people come they want at least rats to. It also marks an unlikely wish — if it would even just snow here, if anything at all had come my way. And with 이제서라도, thanking someone for coming even at this late point.
