라도 타다

at least take or ride X

"-(이)라도" is "even just X, failing anything better", and 타다 is "ride, board". The plain use is settling for a ride: maybe I'll just take the bus out front somewhere, shall we all at least go on the bumper cars, come now if nothing else. 타다 also appears in fixed phrases the same way — 썸을 타다 is having a flirtation (they must at least have had a thing), 리듬을 타다 is riding the rhythm, and 줄을 타다 is walking a tightrope between two sides, used here for playing China off against the US.
