This names something the listener probably hasn't heard of, before saying more about it: 갈비명가이상이라고 있는데 갈비탕이 진짜 맛있어요 'there's a place called Galbi Myeongga Isang, and their galbitang is really good'. It works for people too — 우리 후배 이명훈 씨라고 있는데 'I have a junior colleague named Lee Myung Hoon'. It is usually followed by -는데, which sets up the point you were actually going to make. Two of these lines use a different pattern that looks the same: 집은 이러라고 있는 곳이야 'this is what a home is for', i.e. exists for that purpose.
