라고 내다

put it forward as; submit

내다 is putting something out — submitting a proposal, setting homework, producing a sound — and -라고 names what it is put out as. Four of these six lines ask 뭐라고 냈냐, 'what did they put forward?', about national proposals. The examples only show submitting something and making a sound, so treat the rest of this verb's wide range as unproven here.
