라고 날리다

fire off a post saying X

날리다 is sending something flying, and in these lines it means firing off a public message — a social-media post or a demand: 각하 머스크가 지금 막 뭐라고 날렸는데, 밸류업을 응원해 주십시오 라고 날렸죠, 재무장하라고 날리고. The content of the message is quoted with -라고 in front of the verb. All four lines are commentary about somebody's public statement, and the word makes it sound abrupt, like something flung out without deliberation.
