라는 것 같다

it seems that's what they mean

A reported statement or instruction in "-(이)라는" wrapped in 것 같다 "it seems". The speaker is reading someone else's intent and hedging: it seems they're saying there's no need to worry about this, it looks like the parties are saying they'll do a supplementary budget. Several lines are an instruction being inferred — 하라는 것 같은데, "it seems like they want me to do this", "it seems they're telling me to trade more". The hedge is about whether the speaker has read the message right.
