"-(이)라서" gives a reason based on what someone or something is, and 하다 here is mostly 하는 말 or 하는 얘기, "what I'm saying". Three lines are the standard disclaimer: 라서 하는 말이 아니고요, "I'm not saying this just because I'm an F type / because this is EBS / because it's an ad" — a pre-emptive denial of bias. A fourth turns it into a question: you're not doing this just because it's a broadcast, right? Others use it straight: I'm not behaving this way because I'm an adult, maybe they did it for me because I'm a foreigner.
