-(으)려고 gives the purpose behind making something, and the tone in these lines is often accusing: 돈 벌려고 만들었구만 (so it was made to make money), 자기 합리화하려고 만든 밈 아닌가요? (isn't that a meme made to excuse oneself?), 그걸 뭐 하려고 만들어? (what did they even make that for?). 그러려고 만든 거잖아 flips it round to 'that's exactly what it was made for'.
