Two meanings share this shape and the tense separates them. On a plain verb it is a confident guess: nobody would want to eat it, I bet you've never had a proper cinnamon roll, it's probably closed now. On a past action it is regret about what you did not do: I should have had this with the soup, if I'd known you were coming I'd have made more. Both are casual, and adding 요 keeps only the guessing sense while making it polite.
