-으라니까 repeats an order that was ignored, with the speaker's patience visibly gone: 패딩 입으라니까! 왜 자꾸... 'I told you to wear a puffer jacket! Why do you keep...' Some lines are exasperated, some are just insistent (아이고 이리 와 앉으라니까 'come on, come sit here'). Its near neighbour -자니까 does the same for a suggestion you made, not an order you gave.
