Strings things together in a list: two verbs, two clauses, two facts, roughly English "and". It also glues a verb onto a helper that follows, which is how "is living", "is talking", and "take a car and go" are built. The neighbour to watch is 어서, which also joins two clauses but says the first one caused or fed into the second; 고 just puts them side by side in order and leaves the connection unstated.
