It marks something you have just worked out or noticed, spoken as much to yourself as to anyone: I see, so that is what happened, so we had better go this way. That inward quality is why so many of the lines here are on-screen captions showing a character's thoughts. Adding 요 makes it polite. Watch out for two lines here that are a completely different 군, the suffix stuck on a young man's name, like Japanese -kun.
