'Both X and Y' / 'X be damned'

-이고 strings nouns together as equals, often to say the whole lot is in the same boat: 과학기관이고 보건기관이고 다 줄었는데 'science bodies, health bodies, they've all been cut.' Two lines here use the set phrase X이고 나발이고, a dismissive 'X or whatever the hell' — 계급이고 나발이고 없다 'rank or whatever, none of it counts here.' That idiom is blunt and would sound rude in polite company.
