Ends a line with a proposal and gives it a push, like a rallying cry: let's do this, let's run today, let's do a thought experiment, let's get smart together. With a question mark it does the opposite and queries somebody else's proposal, often with disbelief — you want us posed like this?, conquering the world? It is the 'let's' form plus a quoting ending, which is why it can both push a suggestion and report one back.
