Sets up a proportion: the muddier the water the better, the more time passes the more you regret it, the less I move the more weight I lose, the sooner the better. A very common shape doubles the verb, 'if you use it, the more you use it', which adds emphasis and is what one line here does. It is neither casual nor formal and works in any register.
