Casual 'they say' about an action

Passes on what somebody said, casually: it'll get warmer starting next week, saw it on the news; he has to go into work at the weekend; they pay forty a month just for wearing a watch. It always signals the information is second-hand, which is why it turns up in gossip. It also fires off an exasperated question about someone else's behaviour, as in the line asking who leaves stuff like this on the road. 대요 is the polite version, and 대 is the form for descriptions and past events.
