-ㄴ다라는 takes a statement and hangs it on the noun that follows — a reason, a rule, a complaint, a feeling: 그래서 이거를 해결해야 된다라는 어젠다가 등장을 합니다 'so an agenda emerges that this has to be fixed.' Seven of these eight lines are built on 된다라는, meaning 'that you have to' or 'that you mustn't'. Careful writing prefers the shorter -ㄴ다는; the extra 라 is a spoken habit, common in lectures and commentary.
