Ends a sentence to react to something the speaker has just realised or seen: 스타일이 완전히 바뀌었네 is "oh, your style has totally changed", 지갑을 안 갖고 왔네 is "ah, I didn't bring my wallet". The point is the freshness of the discovery, so it carries mild surprise or admiration and rarely appears about old news. Adding 요 (바뀌었네요) keeps the same reaction but makes it polite. Compare -지, which appeals to something both people already knew; -네 is the opposite, marking information that has just landed.
