It passes on what somebody else said, casually: he says he is not eating, they say it is trendy, apparently Koreans crack eggs on each other's heads like this. It is a squashing of 는다고 해, so you are quoting rather than claiming, which matters when the claim is dubious. Add 요 for the polite 는대요.
