는대요

They say, apparently (polite)

It passes on what somebody else said, politely: they say you cannot get a table without a reservation, Seok Jin wants one too, apparently seventy percent do not use toilet paper. It is a squashing of 는다고 해요, so you are relaying rather than vouching, and that distance is the whole point of choosing it over a plain statement. The casual version is 는대.
