-는다며 repeats a claim back at the person who made it, to check it or to challenge it: 4개 짓는다며 'you said you were building four?' The tone is conversational and expects confirmation, and adding 요 makes it polite (어려움을 겪는다며요). The same form can also mean simply 'saying that...' inside a longer sentence — 메시지가 오지 않는다며 좋아했는데요 'they were pleased, saying no messages were coming.'
