It repeats a claim because the listener is not taking it in, usually with an exasperated lift at the end: I am telling you, you cannot eat it; they really will hire you; you are supposed to wrap them round your neck. It is built from the quoting piece plus the because-marker, so it literally means because I said so. Add 요 for the polite 는다니까요.
