느냐는

'The question of whether…'

-느냐는 takes a whether-question and makes it modify a following noun such as 것, 문제 or 소리: 직원들이 좋아하느냐는 문제는 다른 말이고요 'whether the employees like it is a separate matter.' It lets a speaker name an issue without answering it. Every line here comes from commentary or discussion rather than casual chat.
