Announces that you are about to restate something more plainly, and in these lines it is always attached to a word for 'words', 'reason' or 'story': which means..., and the reason for that is..., what this means is.... It has a deliberately bookish, old-fashioned ring, which is why captions use it to make a small revelation sound momentous. Everyday speech would just say 'in other words'.
