-오니 is the stiff, official 'since / as' of announcements and public notices: 홍수특보를 발령하오니 인근 지역 주민들은... 'as a flood warning is being issued, residents nearby should...' Seven of these eight lines are the fixed 예정이오니 'as it is scheduled that...', the standard opener of a formal heads-up. Variety captions borrow the shape as a joke — 오늘 가짜 뉴스가 판칠 예정이오니 'please note fake news is scheduled to run riot today.'
