quotes a name, label, or order

Wraps a piece of speech so another verb can report it. After a noun it means "called" or "as": 최진학이라고 합니다 is "I'm called Choi Jinhak", 갓생이라고 하죠 is "you call it godsaeng". After a command it reports the order rather than repeating it: 연습 하라고 해놓은 is "they set it up so we'd practice". A following 하다, 듣다, 되다 or similar verb tells you whether it was said, heard, or written. For reporting a plain statement about an action you get -ㄴ다고 instead, and for a description -다고.
