The polite quoting-and-insisting 라고요 written with a 구, which makes it chattier: I am not ready yet, I am telling you; it was not yesterday, I said. As a question it echoes back what the other person said, as in the line meaning what did you say. The grammar is exactly 라고요; only the tone is lighter and more coaxing.
