It repeats a word the other person just used and pushes back at it, offended or startled: disqualified for this, did you just call us idiots, a war on a day this nice. The 요 keeps the form polite while the tone is anything but calm, which is exactly the effect. It attaches to the noun being objected to, so it is the reaction of someone refusing the label rather than the claim.
