The after-a-noun counterpart of 답니다, from 라고 합니다. It presents a fact to the audience with a small flourish, which is why most of the lines here are captions doing a reveal: it is actually a three-storey house, that is why it is peak season, it is not Kim Jong Kook. It is polite and friendly rather than official. After an action verb you would get 답니다 instead.
