to, by, as: direction and means

Marks the direction you head, the means you use, or the capacity something counts as: "to Jeju", "leave it in a comment", "the other way", "do it yourself", "up". On a direction it is loosely "toward" rather than a precise endpoint, which is the practical difference from 에, the marker for the destination you arrive at. This shape follows a vowel or the letter ㄹ; 으로 is the same marker after other consonants.
