This is the question form of the most formal speech style, used by anchors and hosts and in set greetings, as in the two lines welcoming someone who has arrived. In these clips it is often a deliberate flourish, mock-formal or aimed at the audience, as with the lines asking what you two think and whether there is any challenge this good. Ordinary conversation uses 아요 and 어요 instead. Several lines here tack the person or topic on after the ending, which is normal emphatic speech.
