It sets a requirement on what something must be, and is almost always followed by 하다 or 되다: it has to be a word, it needs to be a distance where you can see them often, the chips have to be the thick ones. Because it attaches to nouns, it states a requirement about identity rather than about an action. After a consonant it appears as 이어야, though one line here spells that 이여야, which is a common slip.
